			<content:encoded><![CDATA[<p><strong>The Watermark Hotel and Residences</strong> is an exciting catalytic project designed to fulfill Ventura’s highest vision for this exceptional Downtown location. The resulting job growth, economic development and stimulus to Downtown will further the City’s Economic Development Strategy through increased tourism and support for local businesses and the arts.</p>
<p>The principals of this landmark project are Harvey Champlin, Mark Hartley and Mike McGuire. Harvey Champlin is a local real estate developer with extensive hotel and resort experience. Mark Hartley is a local businessman and prominent music producer. Mike McGuire is a banker and financial advisor. Together, they have the knowledge, resources and experience to implement this proposal.</p>
<p><a href="http://www.harveychamplin.com/wp-content/uploads/2010/07/location.jpg"><img src="http://www.harveychamplin.com/wp-content/uploads/2010/07/location.jpg" alt="Watermark Location" title="Watermark Location" width="349" height="380" class="alignright size-full wp-image-53" /></a>The property encompassed by this proposal includes the City controlled land located north of Main Street between California and Chestnut Streets of the Merged Downtown Redevelopment Project Area, and the contiguous vacant Thomas and Beers property on Poli Street. The project also includes the proposed redevelopment of the Bank of America property at the corner of California and Main Streets.</p>
<p>The Watermark Hotel and Residences will offer the ultimate in comfort and convenience featuring 99 guest rooms and suites and 83 one and two-bedroom residences, plus on-site parking for 347 vehicles in a subterranean parking structure beneath the hotel and residences. The centerpiece of the Watermark Hotel is a dramatic two-story lobby and Palm Court with its stunning mosaic glass canopy where visitors and guests can enjoy their favorite beverage in an elegant contemporary urban setting. The hotel lobby and Palm Court will be the new meeting place for those who enjoy living, working and visiting Downtown Ventura.</p>
<h3>The SMART center</h3>
<p><a href="http://www.harveychamplin.com/wp-content/uploads/2010/07/smart-car.jpg"><img src="http://www.harveychamplin.com/wp-content/uploads/2010/07/smart-car.jpg" alt="The SMART center" title="The SMART center" width="214" height="330" class="alignright size-full wp-image-54" /></a>The centerpiece of the Watermark Hotel is The SMART center – an innovative multi-model interactive learning and conference facility with high speed wireless communication links to/from guest rooms, public spaces and satellite uplinks to enable real-time interactive global conferencing. This multi-purpose facility will offer a variety of seating arrangements in both classroom and auditorium configurations and will support high-tech job growth by providing educational and training facilities for employers and educational institutions. The conference/media center will serve Ventura’s emerging arts district and high-tech incubator facility next to City Hall while supporting the City’s application for ultra-high speed internet service.</p>
<p>The SMART center at the Watermark Hotel will be acoustically engineered and balanced to serve as an entertainment venue in support of the City’s many cultural events including the Film Festival, Music Festival, Art Walks and Museums. This cutting edge facility will attract conferences, exhibitions, screenings and other multi-media events and will energize and transform Downtown through increased tourism and patronage of local businesses.</p>
<h3>Downtown Synergy</h3>
<p>The existing Watermark Restaurant in Downtown will serve as the hotel’s primary restaurant where guests will be able to charge their food and beverage to their hotel room. Local restaurants will provide room service through interactive menus in guest rooms. Complementary continental breakfast and afternoon wine and cheese for hotel guests will be provided by local Downtown businesses which will have the opportunity to showcase their products.</p>
<p>The Rooftop Terrace of the Watermark Hotel and Residences, with spectacular views of Downtown and the Pacific coastline, will offer outdoor amenities including a garden terrace, lap pool, spa, and a rooftop pergola for special events and gatherings.</p>
<p>The proposed hotel design incorporates a new Bank of America branch at its present location at the corner of California and Main Streets, and new retail frontage on Main Street.</p>
<p>The Residences at the Watermark will be for lease by those who desire quality and convenience in a relaxed but sophisticated urban environment. Guest rooms and suites will offer relaxed upscale living with interactive wireless communications to/from the rest of the hotel. Watermark residents will have full use of hotel facilities, amenities and services. The Watermark Residences will help energize Downtown Ventura with residents who choose to live, work and play Downtown. The Residences includes 15% affordable workforce housing units or in-lieu fees as desired by the City/Agency.</p>
<p>In order to promote the City of Ventura and to increase public awareness of Downtown events and attractions, the project includes electronic media and information facilities including an interactive electronic kiosk at the corner of California and Main Streets as part of the redeveloped Bank of America building; an on-site outdoor electronic marquee for public art exhibitions; and an off-site electronic event marquee board visible to Highway 101 traffic.<br />

<p>A total of 347 parking spaces will be provided on-site in a three-level subterranean parking structure including 72 public replacement spaces, 109 self parking spaces for residents, 136 hotel valet spaces, 24 replacement parking spaces for Bank of America, and 6 replacement office parking spaces for the Owner-Participant to serve its adjacent office building on Poli Street. Smaller “smart car” spaces will be available together with electric car charging stations. Individual metered bicycle lockers will be located in the parking structure to encourage bicycle commuting.</p>

<h3>Bank of America Redevelopment</h3>
<p><a href="http://www.harveychamplin.com/wp-content/uploads/2010/07/watermark-bank.jpg"><img src="http://www.harveychamplin.com/wp-content/uploads/2010/07/watermark-bank.jpg" alt="Bank of America" title="Bank of America" width="675" height="479" class="aligncenter size-full wp-image-55" /></a>The project design includes the proposed redevelopment of the Bank of America property at the corner of California and Main Streets. The inclusion of Bank of America in the proposed project is optional, but highly desirable to complete the redevelopment of this important Downtown location. </p>
<p>The development concept is to demolish the existing 1960-era building and incorporate a new facility and replacement parking in the hotel structure. The ground floor Main Street frontage of the hotel has been reserved for a new Bank of America, either in its current configuration or in combination with additional retail frontage.  Bank of America has indicated in the past that their existing building is larger than needed. The proposed design retains the flexibility of sizing the bank building to meet the programmatic needs and requirements of the Bank.  Existing on-site parking for Bank of America customers would be replaced adjacent to the new bank facility in the hotel parking structure.</p>

			<content:encoded><![CDATA[<p>Harvey Champlin was the U.S. representative to the first modern U.S.–Soviet real estate joint venture consisting of a 500-room Ritz Carlton Hotel, residential and office tower, and center for the performing arts across from the Kremlin in the former Soviet Union. He was responsible for negotiation and finance including $350 million in loan guarantees from Soviet and European banks.</p>
